We traced this line directly to Franklin D. Roosevelt's First Inaugural Address, delivered March 4, 1933, where it appears near the opening: "So, first of all, let me assert my firm belief that the only thing we have to fear is fear itself—nameless, unreasoning, unjustified terror which paralyzes needed efforts to convert retreat into advance." The transcript is preserved by the National Archives and the FDR Presidential Library, was published in the Public Papers and Addresses, reported in newspapers the following day, and survives in audio and film of the delivery, making this one of the best-documented political quotations of the twentieth century. We noted that the drafting involved speechwriters such as Raymond Moley and Louis Howe, and that historians point to earlier "fear of fear" sentiments from Montaigne, Bacon, and Thoreau, but none of that unsettles the authorship of these exact words as delivered by Roosevelt himself in his own address. The commonly circulated short form is simply an exact excerpt from the longer sentence, so it remains faithful to the primary source. A full-text sweep of a handful of Roosevelt-credited volumes returned no verbatim hit, but that is inconclusive given known coverage gaps for speeches, and it is comprehensively outweighed by the official speech record.
